CIVL - Communication with the steward during the preparation
process was unacceptable.

Juaki - This is totally wrong, Claudia was our steward for the comp, we did
together hand by hand, the bid and the LR's, there was excellent communication.
As you know because of Pedro's illness she could not be present at the
Pre-Euros. So around 7 to 10 days before the event CIVL assigns Flip Koetzier as
our steward.

CIVL - Changes in key officials were done without informing or consulting with
steward and were unsuitable.

Juaki - The changes in the key officials were only with the Safety Director. On
the bid it was clearly stated that I would be Meet Director for the Euros and
Casti would be Meet Director for the Pre-Euros. We had problems with the Safety
Director (Ignacio Guardiola) that could not assist and therefore I proposed
Casti for both rolls Meet Director and Safety Director, this was not accepted by
Flip and he even mentioned that if it was so, that he wouldn't even come to the
Pre-Euros. So we opted to use Carlos Ganter as Safety Director (Carlos is highly
experienced, talks 3 or 4 languages and has worked with me at several
championships, including the Euros Ager 2010). Carlos also did the retrievals
for the German team, and obviously this was another point of conflict with Flip.
But even with this I agreed with Flip, that this problem would be solved for the
Euros 2014 we would have Tony Webb as Safety Director (same Safety Director as
Ager 2010)

CIVL - The practice event was not able to demonstrate the organizers’ ability or
willingness to run a Category 1 event. They did not present a well structured,
smooth running organization.

Juaki - The competition ran perfectly with 6 staff members, this demonstrates
the organizer's ability. We agreed with Flip to have more staff members for the
Euros, this demonstrates the organizers willingness. All the extra members that
were going to come for 2014 have worked with me at Ager 2010 and Algodonales
2001, they have demonstrated their abilities in past events. Everything ran
perfectly, no incidents, no complaints.

CIVL- The organizers have their own ideas on how a competition should be run and
several of those go against the CIVL standards. This will compromise the overall
safety of the event.

Juaki - This is true but in no way at all I mentioned to run it against CIVL
standards.

CIVL - Things will not be different next year. When reading the answers from the
organizers to the steward report, it is clear that they are not planning to
follow some of the steward’s recommendations.

Juaki -
Here you have my responses to Flip's steward report (my comments are in
red).

CIVL - The organizers suggest that the Nationals a week before would be the
practice event, but this is unacceptable: the practice event is supposed to
happen a year in advance so adjustments can be made in time for the main event.

Juaki - I offered Flip this option, we intended to run our national championship
the week before the Euros, we would be working with the same staff officials.
None of them are new, as mentioned above all are highly qualified and have been
present at several competitions (Ager 2010 and Algodonales 2001). They are
normally the team I use for competition. So this way CIVL would have two test
events for the price of one. The test event was made a year in advance and all
those points that Flip didn't agree with were going to be approved and tested
once more.

CIVL - Pilots who will invest their time and money to be there will not be
offered the standards, including safety, of an European Championship.

Juaki - Totally wrong, they would have all the safety standards of an European
championship, and if CIVL ever changes the high requirements with CIVL juries
and stewards, sanction fees and so, we could offer cheaper championships to all
pilots.

CIVL - The Organizer Agreement has not been respected and the organizers were
aware of doing this. In other words, the contract was broken.

Juaki - I will let pilots have their personal opinion on this about who has
broken the Organizer Agreement.

CIVL - It would be sad not to have an Europeans championship, but it would be
far worse to have a Cat. 1 comp that disregards the standards by which every
other organizer abides, or where something unfortunate happens and the CIVL
knows it could have been prevented.

Juaki - It is really sad not to have a European Hang Gliding Championship and
the worst part of it is that I believe that if some stewards and CIVL Bureau
members do not change, we won't have any other in a long time.
