A number of folks, mostly paraglider pilots, have noted that the
GAP 2014 (GAP 2002) scoring system using "leading points" does not reward the
pilots who go out in front and pull the lead gaggle. You can find their comments

The FS scoring program has been modified for paragliding competitions to try to
make up for this perceived deficiency. Check here:

Note that based on this language even this change does not address directly nor
adequately the perceived deficiency.
Another more targeted change (that has not been implemented) is "Real Leading
Points."

All pilots tracks are downloaded before RLP is calculated. Each pilot's
position during the speed section is observed at each 100m of progress toward
the next turnpoint and the number of pilots within a 'Pimp Zone' (PZ) is
calculated and fed into the formula which is summed over the distance of the
speed section:
RLP=Sum(Ra/((A*pPZ+1)*Tp))
where Ra is the maximum RLP available, Tp is the number of observed track
points, A is a factor to modify the distribution of points and pPZ is the number
of pilots in the PZ.

The discussion on the paragliding forum and this "real leading points" proposal
indicate to me that at least paraglider pilots are aware of the fact that
"leading points" do not reward the pulling pilot.
