I had thought that this was the default now with hang gliding competition as it
is with paragliding competitions. But no, it is not optional any more, it is a
required element in GAP 2015. LC is the leading coefficient which is used to
determine the "leading" points.
Joerg Ewald tells me that this has been mandated by CIVL.
You can still use GAP2014 if you don't wish to have this "enhanced" leading
coefficient.

In paragliding the arrival position points are not used, just these enhanced
leading points, but they seem to be used in the hang gliding version as they
have in the past. Why is not exactly clear.

This does not have an effect on the amount of available leading points. If no
arrival points are used, these points are added to the speed points bucket
instead.
