Into the weeds re: Mexico
Miguel Gutierrez is asking that the ANPYP (it's like our USHPA) be
given the responsibility for national hang gliding and paragliding licenses and
ratings. While we don't have such licenses in the US, the USHPA is responsible
for ratings, not the NAI. Currently in Mexico the FEMEDA (like our NAI) has the
responsibility to give out these licenses and ratings not the ANPYP. Miguel also
asks for the ANPYP to provide 3rd party liability insurance, as the USHPA does.
He wants the FEMEDA to provide FAI sporting licenses (like our NAI does) at
minimal charge (as the NAI does in the US).
He states that the FEMEDA is demanding an additional $5,000 from him for the
Worlds that Miguel ran. It appears that FEMEDA is blackmailing Miguel. That
FEMEDA is saying pay us or you will never get our mandatory NAC (FEMEDA)
approval for another competition, either Category 1 or 2.
He states that FEMEDA is asking for $30,000 MXP for drug testing at the Worlds.
This appears to be blackmail, with FEMEDA requesting a control and has the
organizer pay for it probably a lot more than what it cost and skims the cream.
Miguel states that FEMEDA is requiring him to pay for the two FEMEDA
representatives that went to the CIVL meeting where his bid was discussed. This
appears to be blackmail. In the US the members of the USHPA pay for their
representatives to go to the CIVL meeting.
Miguel is attempting to get around the certification issues for paragliding by

It would appear that there is a level of corruption in Mexico, given that unlike
in the US there is government money that is supposed to go to the associations
and instead they are asking for money from the associations instead and even
more money and withholding services that they are supposed to perform. The
government has apparently recognized that the money is not going to where it is
supposed to, so FEMEDA is attempting to get its revoked funding from the pilots
and blackmailing them to carry out those intentions.
At the Valle Hang Gliding Worlds, the FEMEDA President approached
the CIVL president asking that CIVL give Miguel Gutiérrez the FAI/CIVL hang
gliding and paragliding Diploma. CIVL agreed. The FEMEDA president sent CIVL the
official nomination later. The Plenary voted on it and Miguel came to FAI
General Conference in Bali to pick up his diploma.
Miguel sent me the letter that he received from CIVL that responds to a long
letter from the FEMEDA lawyer saying basically that CIVL had bypassed them by
giving Miguel the Diploma and was abusing its power.
FEMEDA had forgotten what they had done, or decided to forget it, so they could
keep smashing on Miguel. CIVL answered, requiring apologies. They never came.
