ADS-B for Hang Gliding aerotow tugs?

The FAA has published a rule requiring ADS-B transmitters in many
types of airspace (ADS-B Out) to take effect on January 1, 2020. The good news
is that airspace used for aerotowing in almost all cases is excluded from this
ADS equipment requirement. The FAA airspace requirements intentionally exclude
most airspace that is frequently used by HG aerotow operations. See table below:

E Above 10,000 ft MSL but not below 2,500 ft AGL


Quick refresher: A- above 18,000', B- huge airports like Tampa, Orlando, Miami,
Houston, Dallas, C- Medium airports like Austin, Jacksonville, Chattanooga, E-
most hang gliding activity is here. E is of course "controlled airspace" where
it seems many incorrectly think it's not.


Automatic dependent surveillance - broadcast (ADS-B) is a surveillance
technology in which an aircraft determines its position via satellite navigation
and periodically broadcasts it, enabling it to be tracked. The information can
be received by air traffic control ground stations as a replacement for
secondary radar. It can also be received by other aircraft to provide
situational awareness and allow self separation. ADS-B is "automatic" in that it
requires no pilot or external input. It is "dependent" in that it depends on
data from the aircraft's navigation system. ADS-B is an element of the US Next
Generation Air Transportation System (NextGen).

FAA Withdraws Proposed Rulemaking on Glider Transponders


January 5, 2017 - In December, the FAA officially withdrew an Advanced Notice of
Proposed Rulemaking (ANPRM) which would have removed the exception that gliders
currently have from regulations that mandate the use of transponders and ADS-B
out.
