FS, the scoring software and SeeYou

The Bureau has started negotiations with Naviter, where the goal
is for Naviter to produce a GAP scoring module for the Naviter software SeeYou,
as a replacement for FS as mandatory scoring software in Cat 1 events. Naviter already provides the scoring version of SeeYou for free for organizers
(but without the GAP formula), as well as the related infrastructure and APIs
in form of Soaring spot. If Naviter can implement the GAP scoring in such a way
that it is close enough to the scores produced by FS today, CIVL would propose
to change the scoring software rule in S7 from FS to SeeYou at the plenary in
2018, with the rule effective from May 2018. A software Working Group should be appointed: it would be involved in the
definition of our requests and in the follow-up of their implementation. Naviter
preliminary estimates that it would be possible to have a test version available
around May 2017. The details of the contract with Naviter is still to be
finalized and approved, the newly elected Bureau should continue and complete
this work
