As the USHPA Tow Committee, we want to inform you about the
following changes in your hang gliding and paragliding tow programs. Towing has
become more widespread as a great way to make our sport accessible for all.
However, it also presents unique risks, and has the potential to be dangerous if
conducted improperly. These changes have been made in an effort to increase the
overall safety of towing operations in the US. We all want to see fewer
accidents and hope that these changes accomplish that goal. This email contains
the following information:

Designation and Standard Operating Procedures (SOP) Changes

New Hang Gliding & Paragliding Tow Documents

Transition Dates for Tow Appointments & Certifications

 After August 31st all Instructors are required to be Towing Observers to
issue towing related special skills.

 After August 31st all Paragliding Tow Techs conducting commercial or
instructional tows are required to obtain a Tow Tech 2 certification.

 After August 31st all Hang Gliding Surface Towing (PL/ST) must be
conducted by a Tow Tech 1 (recreational) or Tow Tech 2 (commercial or
instructional).
