Stephane Malbos has told me that it will be up to the Bureau, not
the Plenary, to decide on the bids that we submitted on September 1st. This is
because originally those bid would have been due last December for the 2020
championships, but no bids were received. CIVL then sent out another request the
first of August and we have responded.
