Was there a sudden collapse of the USHPA competition system in 1986?

Historically, USHPA had a competition system that focused on a larger audience of members. In 1986 the focus of competitions changed and the number of sanctioned events fell from 30 to 40 to as few as 5 or 6.

The number of USHPA sanctioned competitions for the previous season as reported at the Fall BOD meetings:
Fall 81 19 Fall 82 21 Fall 83 23 Fall 84 34 Fall 85 22 Fall 86 14
It is clear from the chart above and the numbers above that the number of competitions had fallen long before the Fall 1986 BOD meeting (when decisions are made to change the Competition System). So any changes that were made at that meeting did not bring the number of competitions down from "40" to 5 or 6.
I would suggest that the USHPA's own chart shows that Mike Haley's statement above (and in his email to USHPA members) is clearly incorrect and way overstates the situation.
So what exactly is the basis for the USHPA Competition Workgroup's claim that they have to radically change the competition system because it is the system itself that is the cause of the problem?
