I've asked Dennis Pagen, the chairman of the hang gliding committee at CIVL, to structure the process of reviewing the four proposals for the 2011 hang gliding World Championships. Here is my proposal (slightly edited from the one I sent to him and others earlier):

When the CIVL hang gliding subcommittee meets in a few days I believe that it would be handy to evaluate the four proposals for the 2011 Worlds in a standard way so that at least everyone can see the criteria and weigh the criteria before they make their individual choices. I suggest some criteria below:

1. Maximum number of flyable days.
2. Racing conditions with consistent and strong lift.
3. Readily landable terrain making for easy retrieves
4. Pilot safety (launch and landing conditions)
5. Pilot comfort (conditions on the ground before launch)
6. Press and sponsorship exposure
7. Alternate "tourist type" activities
8. Overall cost to each pilot

You can use this list or create your own and use it to "grade" each site. Our survey of pilots has indicated that the first three criteria are by far the most important to them. So if you wish to know what the competition pilots want, you can multiply the grade (say from 1 to 5) that you give for each criteria for each site, times its value as determined by competition pilot's desires (say 1 to 5). Or the delegates can use their own weighting for desirability of each criteria (hopefully it would match those of the competition pilots).

Each delegate adds the results up for each site and they have a value for each of the bids from each of the delegates. This can then guide them on how they might vote. If you prepare something like this in advance (give them spaces to put in their own criteria, also) it will help get through the process and make it more useful.
