There is a hang glider manufacturer's association that provides testing and certification. It has a superior methodology. It is run by the manufacturers. Why don't the existing manufacturers use it to do all their certification and bypass Germany and the DHV, which apparently only has 350 hang glider pilots anyway?

Well, the testing takes place in the US (where the truck is) and perhaps Icaro. Aeros, and other smaller manufacturers find it more convenient to do their testing in Europe. Maybe there is too much competition between manufacturers, so they are not willing to cooperate as much as would be helpful.

I think that we all would benefit, as the paragliding community has benefited, from greater cooperation between the hang glider manufacturers and their own testing association.
