Agenda Items for the Competition Committee
The USHPA BOD will be meeting in mid November. The Competition Committee will meet at that time for a few hours. I am now proposing a few agenda items:

I propose that the 2006 USHPA Competition Rulebook be edited and divided up into a Competition Rulebook and two competition manuals. These are my drafts of the proposed documents:

The point of dividing up the Competition Rulebook, is to make it more relevant to pilots and Meet Directors when they are actually at the competition, so that they have a better chance of actually knowing the rules. The Competition Rulebook has numerous sections that don't apply to pilots and Meet Directors but are needed by other actors (the Competition Committee and the Meet Organizers), so I have pulled them out and directed them at those actors. Our current Competition Rulebook is just too big and unwieldy to be as helpful as it should be.
In addition to splitting up the Competition Rulebook I have made changes in the substance of the documents as follows:
1) In the Competition Rulebook required GAP scoring in these NTSS competitions.
2) In the Competition Manual for the CC and the Meet Organizer, reduced requirements for the registration period, eliminated foreign/US pilot registration ratios in most cases, set the minimum points at 300 points for all classes.
3) In the Competition Manual for NTSS, struck the secondary purpose of the NTSS (to encourage participation in competition), eliminated the restriction on counting foreign competitions, incorporated the paraglider pilots' recommendations for points brought to meets by NTSS ranked pilots.
These changes are meant to focus the NTSS Competition Committee on NTSS-based competitions and to reduce restrictions on meet organizers.
I also have created a set of sample local rules that can be easily edited by meet organizers for their meets.
I would ask that the USHPA Competition Committee members review and discuss these changes in advance so that this item doesn't bog down the meeting at the BOD.
