We used FS to check Rohan's flight and he exceeded the height limit based on
coordinates from an old chart, on the 4500 limit coming into Moogerah. We
checked with the current chart and found new coordinates for this boundary.
After updating the coordinates, it cleared Rohan and two other pilots of
exceeding the height limit. Trent Brown exceeded a 7500 height limit north of
the course line.
Two pilots who exceeded the height limit also got to goal in under the GAP
nominated goal time hence devaluing the day in FS. Also FS included those
exceeding the height limit in the number of pilots in goal which affects the
distribution of speed and distance points. It was our opinion that pilots who
had exceeded the height limits hadn't actually done the task so they shouldn't
affect the day value or distribution of speed and distance points. To prevent
them from having that effect, they were scored as ABS. DNF would have devalued
the day inappropriately. FAI Section 7A just says pilots exceeding height limits
should score 0 but doesn't say the way to achieve it.
FS appeared to draw arcs correctly. We took coordinates from the current VTC
that pilots had seen to plan their flights. I have attached the OpenAir file I
used with FS.
I think there are many problems with trying to use GPS track logs for judging
pilot altitudes. However, we have applied the rules as accurately as we can.
