Conflicting Goals
Through an ongoing discussion with a Competition Workgroup Member
it has dawned on me
Why is there no goals statement that accompanies the proposed
changes from the USHPA Competition Workgroup to the USHPA Competition Program? I
would suggest that it is because there are conflicting goals and if the goals
were made explicit then the conflicts would become too obvious. Looking at the proposed changes it may even be that the dominant goal is not to
enhance the accessibility of and participation in competition but rather to
further restrict competition in order to reduce potential liability to the
USHPA. As the USHPA EC, Competition Workgroup, and BOD would have a hard time
justifying this goal to its members and especially to the competition pilots, it
is perhaps the case that this goal must be hidden, thus the lack of a goals
statement. I have pointed to the documents that can be found on the USHPA web site (in the

You can download all three of these documents (if you are a USHPA member). I
believe that in the first twenty pages of the CWG Fall Package for Board Review,
the Competition Sanction Manual, you will find an emphasis on control and
restriction of competitions. I don't really find anything that promotes them.
