Key issues the BOD is told that it is addressing:

• Ranking and validity system is divisive


• Only intense, high-end events are sanctioned


• Sanctioning process unstructured


• No quality assurance for pilots


• Potential USHPA liability


• No USHPA support for meet organizers

The BOD solution to the first one is to have a separate ranking
for "open distance" comps. That should cost about zero dollars. The solution to
the second is to "accredit" local comps, which does exactly nothing for them.
The solution to the third "problem" is the new Sanction Manual, which has now
been redirected to a sub-committee headed by Steve Kroop after being slowed down
or rejected by the BOD in its current form. This sanction manual (my version
here) may
have some value, but it puts up a lot of barriers to sanctioning competitions
which actually goes very much against the primary purpose of the USHPA which is
found here: http://www.ushpa.aero/policy/SOP-02-01.pdf.

The Primary Focus of the USHPA is to promote the growth of sport
flying in foot launchable soaring aircraft. The Board of Directors will not
adopt, nor will the Office carry out programs that detract from this focus.

Now if the USHPA really did support Meet Organizers that would be
great. Of course, their program doesn't really do that. It provides some expense
funding for potential meet organizers, which is a good thing, but it puts an
additional burden on the meet organizers at the same time. And the Sanction
Manual is full of additional burdens, many which may be reasonable ideas, but
which are always paid for by the meet organizer (and therefore the competition
pilot), and therefore over all serve to discourage competition.

I'm trying to make it easier and less costly for competition meet organizers.
The USHPA may not be trying to make it harder for them, but that is what the end
result of what they are doing is.
