Towing with a private pilot's license

The answer is buried in the FAR's (and 14CFR61.69) and states that
when towing with an "N" numbered aircraft (e.g. ELSA's) the tug pilot must have
a "(FAA)tow endorsement" which requires at least a Private Pilot license and
other stuff. We finally have this information also listed in the USHPASOP
http://www.ushpa.aero/documents/sop/sop-12-02.pdf . Another way to view this
is to click "Learn to fly" and "Rating System" and "Proficiency Program" and
page 12 of 38 (12-02.11). USHPA has a petition pending that would allow a Sport Pilot to tug (with a tow
endorsement) while maintaining the same level of safety.
