According to Dave Wills, chairman of the Bylaw Committee, the change objected to
above was put into the SOP's (standard
operating procedure documents) of the USHPA at the 2010 Fall BOD meeting.
Dave Wills is now the USHPA vice president (voted into office by the BOD members
at the Fall BOD meeting). My review of the Fall USHPA BOD minutes does not show
the relevant section as a new section (unlike apparently all the other proposed
changes) and therefore it would be difficult for the outsider observer (or
anyone other than the committee chairman) to note that this is a new paragraph.

I suggest that chapter officers, and USHPA BOD members should engage in
open and unfettered public discussions of USHPA policies and programs so that
the members of the USHPA (their sovereigns) can actually hear about these
proposed programs and policies.

The USHPA is a democracy. The chapter officers are elected by the chapter
members. They are accountable to the chapter members, not to the USHPA.

This provision is equivalent to the Federal Government telling state governors
that they can't criticize Washington, D.C.

The USHPA BOD Regional Directors are elected by the members of their region but
they often operate in secret (not at BOD meetings where I tweet away) and under
strict orders from other USHPA members and from USHPA officers to not reveal any
of the content of discussions (done by email) that they are engaged in.

To not be open to their members as a matter of course is profoundly
undemocratic.

When BOD members do not openly share their deliberations with USHPA members they
are not living up to their responsibilities as duly elected members of the USHPA
BOD.

I realize that BOD members are threatened with loss of access to information if
they do not adhere strictly to these secrecy provisions so some of them who wish
to be more open are caught between a rock and a hard place.

I ask USHPA BOD members to forward to me (and I will keep it anonymous, as I
have consistently in the past) any email or documents that you receive as a
member of the USHPA BOD that would be of interest to the USHPA membership.
