Is a paraglider a machine?

On October 2 Dick Jackson, climber and paraglider, launched off
the top of Mount Sopris, a twin-summited peak in the Elk Range of Western
Colorado, in a flight that ended in a serious accident. This week brought
questions of whether Jackson could be fined by the Forest Service for possibly
violating a regulation against mechanized use in wilderness areas. At issue is
whether a paraglider is considered in the same light as a hang glider.

Owner since 1976 of Aspen Expeditions, a climbing and paragliding school,
Jackson is a board member and former president of the American Mountain Guides
association and an UIAGM / IFMGA certified guide.

The 12,965-foot Sopris is one of the largest mountains in the state in vertical
relief, rising over 6,000 feet above the surrounding valley. The accident, as is
often the case, happened at the end of Jackson's endeavor, just above the ground
and safety. Forced by a headwind to land in a meadow rather than the intended
parking lot, he clipped a wingtip on a spruce tree, and crashed. Jackson was
able to pull out his cell phone to call his wife, Paulina Vander Noorda, who
initiated a rescue that led to a Flight for Life to Denver. Jackson sustained a
compression fracture to his lower spine, a broken ankle, and other injuries.
