The CIVL Plenary did away with the minimum number of pilots
required for a Category 2 Class 2 and Sport Class competition

Previously these meets wouldn't count for WPRS points if they had
less than a certain number of pilots. Now, there is no minimum, but of course
the meets are devalued if they have few pilots.
