Why the differences in services but not price between hang
gliders and paragliders

A hang glider pilot writes:

Registration fee for the Bassano hang gliding competition is 130
€, the same as for paragliders. But the paraglider pilots have transport to
launch and retrieval included in their price. Also, the price has gone up 
30 € from last year. So why the lack of services for hang glider pilots for the
same price?
