Forbes HG worlds (2013) Organisers request to add the following to
the plenary agenda (will require 2/3 majority of plenary votes, but should be
achievable with good support from the HG SC.

1. Jump the gun: remove the 5 minute hard limit and change the penalty to be a
points penalty = X times seconds jumped. X to be defined at the task briefing.
Clarification via telephone with Gerolf and Vicki, proposal supported by the
HGSC.

2. Remote jury members (but not president). Discussion, clarification that cost
reduction directly to the pilots of $100 per entry is guaranteed by the
organisers. Unanimous support from the HGSC.

3. Helmet petition. Not supported by the HGSC. Organisers are also not
necessarily experts re harnesses or parachutes but we still have the rule
requirements for them. Too much risk of an obvious, avoidable accident/injury to
a pilot (which is bad for the sport).

The 2/3 majority to add the remote jury (2 remote members) to the plenary agenda
has passed ok (lots for, 3 against, 3 abstain). T

The jump the start rule (1 point per X seconds, maximum Y seconds. Default X=3,
Y=300, can change X & Y at task briefing.)
