Manfred, Klaus and Dieter Münchmeyer described the situation in
the German hang gliding/paragliding forum: According to his own statement,
Manfred clearly flew a prototype. He says he created a mix of Laminar 14.1 and
14.8, with a new sailcut at the wingtips; the difference to the certified
Laminar Z9 is visible here:

Manfred said he was quite happy with the performance, but the prototype
certainly wasn't finished yet. Before the comp, he had only made 3 flights with
the glider.

According to Dieter, Manfred declared that there were only minor changes
vis-a-vis the certified Laminar Z9. As Dieter saw no way to assess whether the
changes were indeed minor, Manfred was admitted (which in my view was a
mistake). His sprogs were measured before the first task! and found to be
outside the limits (compared to Z9). Manfred then corrected them and was offered
another measurement, which he declared unnecessary. After the first task,
Manfred's sprogs were measured again, and they still weren't within the limits.
Therefore he was given 0 points for the task. Manfred then quit the competition,
before Klaus arrived there.
