No pressing issues except for the sprog measurement and the lack of hang gliding
Category 1 competition bidders.  Jamie Shelden will seek potential bidders
for planned Cat 1 events in coordination with the hang gliding subcommittee.

Forbes will be the last time that CIVL sends a person to a Cat 1 event dedicated
to managing sprog measuring. After Forbes, the responsibility should be on the
pilots and team leaders, with the requirement that the organisers perform daily
checks with the assistance of the steward.

Wire thickness rule. It should be removed from Section 7 (S7a 12.3.1.) in
consultation with certification organizations. Work has stalled since last
Plenary and needs to be restarted and coordinated with DHV.

Live tracking. Proposal to recommend live tracking for cross-country Cat 1
events for safety purposes and to make live tracking mandatory by 2014. Live
tracking at 2013 Cat 1 events will be strongly encouraged.

Jump the Gun. No other sport is known where jumping the gun does not lead to
disqualification or at least a turn-around to cross the start line again, after
the start time. This oddity should be removed from our scoring rules.

Brian Harris has resigned from his Competition coordinator position. A process
to replace him was discussed.


Why is Jump the Gun there? Very simple. For aerotow events a great
deal of time is required to get pilots into the air (unlike in Europe where
mountain launches allow for rapid launching). When the launch window opens
organizers would appreciate it if pilots began launching immediately so that
everyone can be launched within the launch time period. If the first pilots are
unwilling to launch because they may be blown outside the start cylinder as they
wait an hour and a half for the start window to open, then not all the pilots
can be launch in time for everyone to have a fair chance at the first start
window.

Organizers want to encourage everyone to launch as soon as possible therefore
they allow pilots to start early with a minimum of penalty. This usually only
affects a few pilots.

No bid proposals for a hang gliding worlds in 2015? I wonder what CIVL could
offer a bidder.
